Management of Professional Development of Civil Servants in Top Positions

Modern society requires good governance, which must be carried out with the help of professionals and experts in their field, forming an effective state. The greatest negative impact on the efficiency of public administration performance has insufficient level of professionalism of managers. At the moment, the achievement and development of professional skills of civil servants is due to additional professional education programs, since the management of professional development of civil servants should be carried out on a constant basis. The existing system of additional vocational training does not provide a basis for a comprehensive government employees, continuous professional development of management, often because training is formal, defective request meets civil servants in mastering new competences in the increment of knowledge and skills development. Passage of additional vocational training programs carried out without the use of individual procedures for planning professional development and career advancement, as well as without a comprehensive assessment of knowledge and skills. The result is a decrease in the motivation of civil servants to obtain additional professional education, as a consequence, the management of professional development. Effective management of professional development of civil servants should be implemented through the care of the formal completion of the program of additional vocational training of civil servants, state employees, taking into account the preferences concerning the development in time of the individual professional development plans.
