The Special Conditions of Land Use: Unregulated Questions. The Case of Lefortovo District

In this paper we consider the question of the question of zones with special conditions of land use and legislative support for the institution of special conditions. The author systematized the regulatory framework in the field of special conditions of land use, formed a list of zones with special conditions stipulated by the current legislation, identified the main outstanding issues of this area of law. In a specific example of the study area, was analyzed the law enforcement practice, considered the consequences of the lack of elaboration of the regulatory framework that results in poor regulatory environment. Results of the study are the consolidated register of zones with special conditions of land use provided by law, as well as recommendations for improvement of legislation in this area.
