Staff Provision for Transport Services of Public Authorities: Opportunities for Transport Problems’ Solutions

The efforts of the authorities to neutralize the negative manifestations of the functioning of the transport system in the city of Moscow is more stable cause dissatisfaction of citizens and guests of the capital policy in the sphere of transport and officials involved in its implementation, which are perceived as incompetent specialists, to make unpopular decisions. The aim of the study is to evaluate the correlation (correlation) the competence and level of training of officials of relevant committees of the city government of Moscow and features of development of the city transport system. Thus, the object of study is the transport system of the city of Moscow as a sphere of government regulation and management decisions. The subject - the relationship within the skill level of this sphere with the problematic field of Moscow transport system and the dynamics of its development. In order to assess the problems of transport of Moscow system and competence of representatives of relevant authorities, we conducted two studies: a series of expert interviews (7 interviews with representatives of different authorities), and a survey on the Internet 50 citizens live The novelty of the study is to review the transport system through the prism of training personnel involved in its regulation. ing in the capital (mostly younger audiences). The hypothesis of the study is as follows: the lack of training programs for state and municipal government experts in the field of transport has an impact on the activities of the Moscow authorities to address the key problems in this area, namely the individual decisions of recent years can be evaluated negatively, contradictory or insufficiently effective, in addition there is a lack of coordination of knowledge in the field of governance and knowledge in the field of the transport sector.
