Nowadays, there is a large-scale process of restructuring, revising years folded principles of government, the reform of the entire public administration system as a whole, which faces a number of problems in Russia. If even a few centuries ago, the government was virtually monopolized by being in the hands of one person, with the ability to carry out extremely subjective decisions, today "picture of the world" fundamentally differs from the previous. Therefore, today's principles of governance mean openness of the power structures, accountability, transparency and maximum public involvement. This very fresh view of the system of governance, with an emphasis on working for the society, is able to complete the reform process started.
