Assessment of Practice of Import Substitution in the Procurement of Engineering Products

The relevance of the research caused by the fact that now the Russian economy is in the crisis, similar to the crisis in the late 90s: there is shortage of currency in the subjects of economic activity, the fall of the ruble and a sharp rise in price of imported products. This situation is compounded by the fall in world energy prices, as well as by economic sanctions against Russia by a number of states. Purpose - to estimate the effectiveness of the measures of import substitution in the procurement of engineering products in the Russian Federation. Objectives of work: - To consider the basic principles of import substitution industrial policy in Russia; - Consider the procedure for the application of the existing prohibitions and restrictions on public procurement; - To analyze the implementation of the concept of import substitution in mechanical engineering; - Analyze the use of the existing prohibitions and restrictions on the purchase of engineering goods for state and municipal needs; - To evaluate the effectiveness of the measures of import substitution in the procurement of engineering products. Subject of research - the regularities and features of import substitution in the procurement of engineering products in the Russian Federation. This investigation has shown that the practice of import substitution in the procurement of engineering products does not lead to the desired results and is not conducive to the original objectives. This reinforces the theory of the following facts revealed during the work: - purchase for state and municipal needs make up too small volumes of purchases - state organizations have the ability to switch directly from the procurement of goods to the procurement of services using these goods - an increase in the cost of providing the state and municipal needs - traditional Russian manufacturers are not yet able to offer a broad product range of necessary equipment
