Achieving optimization of the national procurement system is impossible without effective functioning of the system of cataloging the goods, works and services. In Russia, this aspect is investigated relatively recently, Russian directories are in the process of revision and reforming, the overall situation remains quite uncertain, and the directories themselves - obviously not enough functionally comprehensive. The aim of my work is to identify the shortcomings of the existing and actual classification and cataloging systems in Russia and abroad, and as a result, formulation of proposals for creation of the most effective tool for classification of goods, works and services. Hypothesis of my graduation work is that the existing Russian classification and cataloging system applying to public procurement needs do not fully meet the actual needs of both customers and suppliers of goods and, therefore, it is necessary to take into account the existing positive and negative experience of their practical usage for building a new, more advanced cataloging system.
