Key Directions of Personnel Development for State Apparatus and Private Sector

In the present study deals with the framing system to the state apparatus and the private sector. We studied the concept, fundamentals and principles framing system, and administrative staff of public service and the private sector as an object of management personnel. Particular attention is paid to the analysis of activity of research and educational center for career support public servants, given the general description of the organization, the features of the training and retraining of administrative staff, the main problems on the basis of the SWOT-analysis techniques. Study the dynamics of the staff of the civil service in the Russian Federation as a whole and are trained on the basis of scientific and educational center for career support public employees, reviewed the existing model of the organization. A study to examine the individual and personal professional development factors (values, motives, purposes) students enrolled in "State and municipal management" and acting civil servants in higher education. Based on the results of the study are given guidance for management research and education center for career support public servants. Final qualifying work consists of an introduction, three chapters, conclusion, list of references (more than 50 sources) and applications.
