Firstly, in case of specificity of activities of public institutions. Secondly, insufficiency of the knowledge and empirical researches directed to studying this problem, and also to carrying out the comparative analysis of systems of motivation of personnel of the public and private sector is observed. We have formulated a hypothesis about availability of radical differences in systems of motivation between personnel of the public and private sector. Our empirical research was based on V. I. Gerchikov’s and K. Zamfir's theoretical concepts. In this work, motivation of personnel of the public and private institutions separately is researched, and also, the comparative analysis of motivation among two studied sectors is carried out.The main conclusion of this work- it is confirmation of a hypothesis that structure of motivation in general in the public and private sectors have accurate differences.
