Specificity of Motivation of the Personnel of Public and Private Sector: Comparative Analysis

The purpose of this work was to identify and describe the specific factors influencing labor motivation of employees in the state and private sectors by the comparative analysis.Thus, object of this research were the personnel of two sectors, and a subject - their labor motivation.The main reason of interest in studying of a problem of labor motivation in a public sector is caused by some factors. Firstly, in case of specificity of activities of public institutions. Secondly, insufficiency of the knowledge and empirical researches directed to studying this problem, and also to carrying out the comparative analysis of systems of motivation of personnel of the public and private sector is observed.We have formulated a hypothesis about availability of radical differences in systems of motivation between personnel of the public and private sector. For achievement of effective objectives, this work has been divided into three parts. The basic concepts have been given in the first part, the broad theoretical base about system of motivation is provided, the existing scientific approaches to studying of this problem are described, the specifics of the researched organizations have been described.The second part of this work described the program of research, the characteristic of selection, the used methodology.In the third part of this work the research was conducted empirical research directed to studying and the comparative analysis of staff labor motivation of two sector’s organizations. Our empirical research was based on V. I. Gerchikov’s and K. Zamfir's theoretical concepts.In this work, motivation of personnel of the public and private institutions separately is researched, and also, the comparative analysis of motivation among two studied sectors is carried out.The main conclusion of this work- it is confirmation of a hypothesis that structure of motivation in general in the public and private sectors have accurate differences.
