The object of this work is the Russian legislation the rules governing the import substitution of light industrial products in public procurement. The subject of the work is to analyze the practice of preferences and restrictions established in the procurement of goods of light industry. The main objective of the work - is to evaluate the effectiveness of national treatment to members of public procurement and government customers in the procurement of goods of light industry. To achieve this goal the following tasks: - To reveal the theoretical aspects of national treatment in the public procurement system; - Examine the application of national treatment as an example the introduction of restrictions on the purchase of goods in the state procurement system; - Identify and examine the legislative framework of import substitution in the system of state order in the Russian Federation; - An analysis of public procurement in the field of light industry 44FL. - To identify ways of further development of the internal market of light industry products. The hypothesis of the study: 1. Establishment of preferences and constraints in public ordering system increases the production of goods of light industry of the Russian Federation of origin;
