Legal Regulation of the External Appearance of Buildings in Russian Cities: History, Current Approaches, Proposals for the Future

Formation of a favorable for the perception and comfortable urban environment is one of the fundamental problems of legal regulation of the instruments responsible for the appearance of the buildings in the city. At present individual appearance of facades of buildings due to the desire of architects and customers to create memorable buildings in most cases do not follow the instructions operating on the territory of the municipalities of the recommendations and the rule of law. The final qualifying work is a study, the aim of which is related to the acquisition of the answer to the question: how to create the most effective legal regulation of the external appearance of buildings in the city on various system, but interdependence components - volume, height, shape, color? As part of this work was analyzed the experience of legislative regulation providing the external appearance of buildings in foreign cities, a comparative analysis of the results of the application of legal instruments regulating the facades of buildings of four cities - New York, Berlin, Amsterdam and London. Studied in detail the historical aspects of the development of legal instruments regulating the facades of buildings, considered zoning documents, control of facades and other legal acts and recommendations. The findings were compared with the control system of the architectural appearance of the two Russian cities - Moscow and St. Petersburg. At the moment in Russia is not well-formed tools impact on the facades of buildings of the regulatory process. The final qualifying work put forward proposals to improve the local context and the legal documents to regulate the external appearance of the buildings on the example of the city of Krasnodar. Research proposals for the development of legal instruments regulating the facades of buildings in Krasnodar, which would allow to regulate the process of forming a harmonious architectural appearance of the city.
