Mechanisms and Barriers of Realization of Alternative Forms of Education on the Example of Homeschooling

The 1992 Education Act legalized the homeschooling, which was an example of partial delegation of authority by the state to parents on their children's education. In this paper we focus on the identify barriers in the mechanisms of realization of homeschooling on the materials of online survey for homeschoolers. The main question of this paper is – what are barriers which mechanism of realization of homeschooling contain? Our study showed that homeschooling as the national educational system has formal and psychological barriers in the mechanism of realization. In addition, if psychological barriers can be solved by fluid social groups of homeschoolers, then the formal barriers, which are directly related to the educational policy of the state, should be considered and solved at the regional level of educational policy.
