Intersectoral Social Partnership in the Field of General Education

Analysis of intersectoral practices of social partnership in Russia shows, that neither side is prepared fully to such cooperation for a number of reasons: а) undeveloped legal framework; б) lack of information; в) ignorance of the rules of construction mechanisms of working together. School Partnerships with other organizations as means of improving the quality of education came to be regarded in domestic trials in recent years. Problems mentioned above provide a basis to formulate scientific problem as a contradiction between the ideal model developed in the theory of ISP and the possibility of its practical implementation. The purpose of the master's dissertation – to formulate the main directions of development of intersectoral social partnership in general education. Based on the theoretical analysis of scientific publications and legal acts the conceptual apparatus used in the study was refined in work. An analysis of regional practices of cooperation between NGOs and the state in education showed main directions of ISP: social adaptation of schoolchildren; involvement of students in socially useful activity. The author's typology of the problems of ISP development in general education was developed based on qualitative data obtained through in-depth interviews with experts. Based on analysis of the survey results of potential participants in ISP the conclusion of a significant convergence of views of representatives of NGOs, schools and education authorities in assessing the degree of urgency of the problems and ways to solve them was formed. The results of master’s dissertation can be applied to design the strategy for the development of potential participants of ISP; internal audit of organization, which are open to interaction; ratio of the need to develop ISP and resources of potential participants in the interaction.
