The Controlling Mechanism Pedagogical Staffing on the Basis of Forecasting of Requirements of Schools of the Municipal District

This thesis examines the reasons why aging of pedagogical staff is continuing in Russian schools; the reasons why post- graduates of pedagogical High Schools do not want to work in schools or do not stay there for long. Analysis is conducted on the basis of ready statistics data of schools of the Voronezh region, as well as on research-based analysis: the survey among post- graduates of Voronezh Pedagogical University: the survey of school principals in Kantemirovsky district of Voronezh region. The main purpose of the paper is to study practices that enable us to develop a mechanism which will help to manage the process of teaching personnel maintenance to overcome the existing imbalances. The thesis provides the comparison of foreign and Russian experience in attracting and retaining young teachers in the teaching profession. The paper analyses the long-term experience of cooperation of natural-geographical Department of the Voronezh State Pedagogical University with rural schools of southern educational district of Voronezh region .It does not only describe the experience in attracting youth to profession of teaching starting from school, but also traces further support of young teachers in the process of mastering in the profession. It is noted that the system of training teachers for modern school should be different: future teachers must have stable motivation to work in rural schools. And each school district should receive targeted assistance on a contractual basis. Practical experience of natural-geographical faculty is submitted on the basis of case. This master thesis consists of introduction, three chapters, conclusions, bibliography and sources, applications.
