Prospects and Directions of Applying Innovative Tools to Prevent Corruption in Russia

In this paper, the problem of the inconsistency of the opportunities to introduce innovative technologies in the field of combating corruption and existing anti-corruption practices in Russia is considered. Based on the case studies of Slovakia, Italy and the United Kingdom, a universal mechanism for effective implementation of innovative tools in the field of combating corruption was identified, consisting of three stages: 1) the technology; 2) the institute; 3) the society. Factors that hamper the effective development of ICT in the sphere of public administration in Russia are considered and it is revealed that mistakes at the stage of institutionalization are the main obstacle to its development. It was revealed that Russia's prospects in the development of innovative tools in the field of combating corruption are linked with overcoming institutional barriers expressed in the form of both formal and informal practices.
