The modern oil and gas industry has changed significantly since 1960. In that time it was believed that all the resources would come to the end one day. Today companies are busy thinking of the new innovative ways of oil and gas production.

The study was conducted in order to analyze and compare the models of interaction between scientific and oil and gas sectors and discover the most effective one for the Russian economy.

The forms of interaction between oil and gas business and science were described in this research. The significance of the institutional environment, which the new technologies are born in, was analyzed. The peculiarity of Russian innovation development was observed. Russia has chosen inert way of development, which is described as the modernization of oil and gas industry. However, it was not an easy way for our country since we lack for the organized innovation policy and coordination among all the participants of the innovation progress in oil and gas sector.

The technology policies of the best oil and gas companies in the world were analyzed along with the institutional environments of the USA, Norway and Russia. The main indicators of innovation activities of the companies were shown. The practical part of this research shows the results of the econometric model, which was made to discover the long-term effect of the R&D investments and to evolve the key factors of innovation activities. The results helped us to make the recommendations for Russian oil and gas sector.
