Requirements for the Educational Programme of the Upper Level (Secondary School) of an Educational Establishment Focused on Russian Universities Prospective Students of Human Science

The author of this research suggests that there is a problem of compliance of the requirements with the applicants’ competencies level and the actual learning results of educational institutions. The stated goal of research is to suggest a Main Education Programme (MEP) for general secondary education (GSE), which focuses on compliance with the requirements of humanitarian universities for a competent applicant. The objectives of this research: 1. To develop a plan of a forthcoming research project. 2. To formalize the requirements of the new generation of the Federal State Education Standard (FSES) and other legal acts concerning senior high school. 3. To create a guide and a questionnaire to interview different interested parties, whose needs should be taken into account in the development of MEP. 4. To formulate an image of a school graduate who is a competent humanitarian university applicant. 5. To point out the similarities and the contradiction between the new generation of the FSES and an image of a school graduate. 6. To create the MEP for GSE aimed at the preparation of applicants enrolling at humanitarian universities. The key result of this article is the MEP for GSE aimed not only at compliance with the requirements of the FSES but also at the humanitarian universities’ requirements. The achieved result as well as the described algorithm of creating of EP starting from the planned results will be the subject of interest to practicing managers of educational institutions.
