School’s Cooperation as the Tool for Overcome of Inequality of Educational Opportunities

This work is the result of testing of new tools for the study of educational inequality at the regional and municipal level, its causes and consequences. Features of this approach are work with open data published about the quality of education, realtors attractiveness of the area for housing and the measurement results of the distance from schools to the centres of social welfare. The basic assumption of the work – the dominant influence of external environment on the quality of education. As a result of the comparative analysis of maps of “quality of education” and “quality of territory” were identified not only individual "resilience" and "requiring support" of the school but also low quality zones and socio-geographical anomalies educational resiliently. In conclusion there are possible ways of learning and overcoming the "power of the territory" and educational inequalities at regional and municipal level.
