Regulation of Procurement for State Needs in the Russian Federation Through the Contract System

In the Russian Federation for ensuring the state needs a considerable amount of public financial resources. The main objective of satisfying the above requirements is to increase the effective use of data resources and the transition to a mode of rigid economy of budgetary funds. To achieve this, the state uses a variety of techniques and tools of financial activities. One of them was the contract system in procurement of goods, works, services for state and municipal needs (further — the contract system in procurement).

The first chapter, "Theoretical foundations of the contract system in the field of procurement for the provision of public needs in the Russian Federation", is devoted to the analysis of the main concepts of the contract system in the procurement sphere, as well as to the study of the contents, objectives, principles and subject of legal regulation of the system.

The author's definitions of concepts are fixed: "contractual system", "state (municipal) needs".

In the second chapter "Planning and control procedures in the procurement contract system for the provision of public needs in the Russian Federation", procedures for the preparation of procurement plans, schedules and controls are reviewed.

Student Theses at HSE must be completed in accordance with the University Rules and regulations specified by each educational programme.

The full text of a thesis can be published in open access on the HSE website only if the authoring student (copyright holder) agrees, or, if the thesis was written by a team of students, if all the co-authors (copyright holders) agree.
