Developing the Strategy of Increasing FSBEI HE RSATU Objects and Services Availability for Invalids and People with Disabilities

The Master's thesis is devoted to developing a strategy to improve access to facilities of FSBEI HE RSATU and services for invalids and people with health limitations (HL). The first chapter deals with some theoretical aspects of developing the strategy to create the accessible environment in educational institutions of higher education (universities). The second chapter presents analysis of the outside and inside environment of the research object. While analyzing the environment the PEST-analysis methodology was used and the study of accessible environment in Ryazan state educational institutions of higher education was undertaken; there were some interviews with chairmen of the All-Russian Society of Disabled People (ARS of DP), All-Russian Society of the Deaf (ARSD), All-Russian Society of the Blind (ARSB) in Ryazan and other Russian cities and researchers investigating the issues involved, as well as surveys of students with disabilities studying at FSBEI HE RSATU and entrepreneurs offering rehabilitation equipment for people with disabilities and legislations study and Russian invalids education statistics analysis. The analysis of the inside environment is presented by SNW-analysis and the results got when studying the University architectural environment and provided educational services to ensure they meet the standard requirements of accessible environment for disabled people and those with HL conducted on the guidelines of the Ministry of Labor of Russia "Methods of certification and classification of facilities and services for the purpose of objective assessment for the development of measures to ensure their availability" dated 18.09.2012. Some discrepancies found together with some reasonable accommodation grounded the project to improve the accessibility of FSBEI HE RSATU facilities and services for disabled people and persons with HL developed in the third chapter of the thesis.
