National Technological Profile Within the STI Policy Mix Framework: Israel's Case

The thesis argues, on the one hand, for the existence of a strong political influence on the whole process of high-tech development in Israel. On the other hand, the research aims at identifying a mechanism that can function independently of any political particularity. The first reason for covering these issues is represented by the necessity to cover a gap in the literature related to the relation between the political environment and the development of a high-tech industry. While most of the researches tend to focus strictly on the industry development, the political aspect is often neglected. The second reason is represented by the need of identifying a certain set of practices that characterise the evolution of Israeli high-tech. By doing so, it will be possible for the policy makers of other countries to create and implement different policy instruments The analysis of the innovation policy mix this thesis is aimed, firstly, at identifying and describing the main policies that supported the development of the Israeli high tech sector. Furthermore, finding the benefits as well as the limitations of these policies will represent also an important objective of the research. The way in which all these policies were combined and intertwined to make the innovation-based economy model work represents the most significant reason that motivates this research.
