Thesis ‘The Development of International Students Recruiting Program for ICEF, HSE’ are dedicated to the questions related to students recruitment from international markets. International Students Recruitment is a rich definition which involves different parts of students’ lives not only the numbers of international students coming to a university. It is important to think strategically when a university starts to make first steps in the international students recruiting industry. The balance between economic, political, academic and social rationales is needed. Defining a strategy and choosing a program for international students recruiting it is important to understand the necessity of two groups of criteria which includes admission requirements and recruitment tools. When we talk about the admission requirement for international students in Russian universities and in ICEF, in particular, it is important to take into the consideration the best practice from the universities teaching in English in non-English speaking countries. These universities use these requirements successfully to attract the specific groups of students. At the same time we must admit that the recruitment tools are a serious part of successful recruiting procedure. It is recommended for ICEF to use the both groups of the tools to achieve the planned results. All the tools are divided into highly-cost and low-cost. There are three types of International Students Recruiting are offered to ICEF. In each program there are different combinations of highly-cost and low-cost tools and different opportunities to implement them. The choice of the programs depends on both a university development strategy and effects which are needed to be achieved.

The full text of a thesis can be published in open access on the HSE website only if the authoring student (copyright holder) agrees, or, if the thesis was written by a team of students, if all the co-authors (copyright holders) agree. After a thesis is published on the HSE website, it obtains the status of an online publication.

Student theses are objects of copyright and their use is subject to limitations in accordance with the Russian Federation’s law on intellectual property.
