Estimation of Cluster Policy Efficiency in Russia

This paper is aimed to examine the socio-economic effect of the cluster policy and searching for the methods of objectively measurement the economic benefits that result from clustering. For the first time an attempt to identify multipurpose criteria for assessing the effectiveness of cluster policy, applicable to various support programs implemented in the Russian Federation, is made. Based on the analysis of national and European practice, the main components of the evaluation the effectiveness of cluster policy implementation were determined, including not only an assessment of the internal interaction of participating organizations, but also the impact of the cluster on external agents.
