The given work is a description of designing an educational program model with a large concentration of resources per student and high-value outputs on the basis of educational program integration with intensive professional activity under the guidance of highly qualified specialists of Ltd Neo-Clinic (Tjumen Gorod). We think that self-sufficient educational program economic model on medical workers further education for a customer – Ltd Neo – Clinic (Tjumen Gorod) will help a private medical establishment to extend the range of its services at the expense of investment in educational program. On the basis of the open access information a project decision for a customer is designed. It includes: the problem, which the project solves, limitations and criteria of the project correspondence, criteria of project success, educational program model – target audience and its demands, program value, economic model, project requirements and limitations, the Center of Excellence educational programs development roadmap, risks assessment and management.
