Public-Private Partnership as a New Organizational Form of Providing Medical Services in Russia: Problems of State and Business Cooperation

The work is devoted to health care reform, to the participation of private medical clinics in the governmental medical healthcare system. Private clinics are motivated to work in the governmental health care system because this is a competitive advantage. However not many private clinics do that. Only 8% of governmental health insurance funds in Russia are spent on financing private clinics. In this research on the basis of expert interviews with heads of private clinics the motives and barriers of private medical institutions’ participation in governmental health care system are illustrated. The theory of growing institutions is used as basis of the research. The possibility of institutional gaps, such as reform conservation, is taken into account.
