The Role of Civil Associations in Russian Policy towards Police and Prisons Monitoring: Factors and Limitations

What is civil society? Professor N.Belyaeva and D.Zaytsev identified three essential components that characterize civil society as an independent. First, self-organization, secondly, self-management, third, self-sufficiency. These signs not enough to identify the public organization as an independent. It has another things. In the literature, there is confusion in the distinction between civil associations and governmental non-governmental organizations. They are deal with as a single whole. If we want to understand what impact civil society has on politics, we must study real civil associations and not state-dependent. The research is devoted to the Role of Civil Associations in Russian Policy towards Police and Prisons Monitoring: Factors and Limitations. In the aim of research is identify the factors and limitations of the effectiveness of monitoring of police and prisons by civil associations.
