The Influence of Political Factors on Interbudgetary Relations: Comparative Analysis of Russia and Latin American Federations

The purpose of the work is to analyze interbudgetary relations in Russia and the Latin American federations and reveal the main political factors that influence intergovernmental fiscal relations in Russia and Latin American federations. Analyzing the political mechanisms of the distribution of transfers, we came to the conclusion that there is no correlation of aggregate transfers with the results of the presidential vote in Russia and Argentina, while in Brazil authority imposes sanctions against the opposition territories. We explained this result by similarities and differences in political regimes.
