Neopatrimonial Practices of Public Authorities in a Region of the Russian Federation by the Example of the Ministry of Natural Resources and Ecology

The objective of the research was detection of neoptrimonial practices influencing the work of the ministry in general and its employees in particular. The research was conducted with participant observation and a depth interview. The hypotheses that neopatrimonialism isn’t a rational choice of the actor but formed and self-reproducing environment which forces actor’s actions was proved about the external contacts and was disapproved about the inside contacts.
