Development of the Implementation Strategy for NRU HSE – Nizhny Novgorod Extended (Professional) Education Programs in 2017-2020

The paper ((oral) presentation?) describes generation of the further-education (FE) strategy on the HSE campus in Nizhny Novgorod. The problem field of the project is determined by the gap between the current FE contents and forms and the changes, which are imminent in the context of the needs of modern society. The project concept chosen consists in ensuring that the campus will reach the leading positions in implementation of regional professional and general-education FE programs both for children and adults by introducing nonstandard (for the University environment) approaches to determining market needs and designing, promoting, and implementing the programs. The project is based on a historical review of the FE system in Russia, analysis of the current state and the decade-long evolution of FE on the HSE campus (on the basis of generalized data obtained from regular reports of campus subdivisions), and analysis of the practices adopted at Russian universities (open data from corporate Web portals). The paper presents assessment of the trends affecting the FE system and the design of the FE design strategy at HSE (Nizhny Novgorod) including formulation of the vision of the future, the business model, the list of projects to be implemented, evaluation of the available resources, and the road map for realization of individual projects. The main conclusions, which determine the prospects of FE on campus, include the decision about the necessity of forming partner programs and optimization of the related business projects.
