The Artificial Land Plots as an Instrument for the Development of Spatial Structure of the City

The research addresses the issue of artificial land plots (ALP) creation as a tool of city development. Unlike in most western countries, in Russia ALP is not a wide-spread instrument, and it is usually applied to territories by water shore lines. The reason for that is the priority of commercial interests of construction companies over public wealth. Moreover, poor legislation and lack of experience lead to substantial difficulties in ALP management. The result of this paper is a list of special principles of ALP creation that solve the existing problems and can guarantee proper development of Russian cities’ spatial structure. 1.
