Traffic Problems in Moscow as a Complex Institutional Phenomenon

The paper analyzes the most important stages of the transport infrastructure development of Moscow, as well as possible solutions for the current problems associated with incorrect functioning of the road network. As a result specific nature of the three road sites problems was found. it is possible to stress their complex institutional pattern. Territorial demarcation of the city districts concerning the location of the Garden Ring was applied. For each of the two groups of districts, the proposals were developed to normalize the transport situation. The need of implementation extremely unpopular, but effective reforms is verified regulating the demand for the use of personal transport and use of the city space.
