Public Procurement Costs for Purchasers in Russia

The significant changes to the Russian public procurement regulation carried out in 2005-2006 and 2013-2014 were primarily aimed at increasing transparency of public tenders, fighting against corruption and ensuring competition between potential suppliers. However, excessively strict legislative requirements usually result in high costs for the main participants of the procurement process, and, therefore, are likely to be economically impractical.

The study is aimed at measuring costs of organizing procurement process for Russian public customers under federal law № 44—FL “On the contract system in the procurement of goods, works and services for state and municipal needs” regulation. Empirical research is based on an original survey of the Russian public customers’ representatives conducted by the Institute for Industrial and Market Studies in 2017.
