The Dynamics of Personal and Professional Development of Civil Servants in the Process of Improvement of Qualification

Currently, as part of the ongoing reform of the civil service in Russia, an increasing number of programs are being developed every year to improve the professionalism of public sector employees. At the same time, the issue of assessing quality of such programs is still open. To date, there is a significant number of methodologies aimed at measuring the effectiveness of educational programs by assessing the development of competencies of participant at the end of the program. Unfortunately, most of them are inapplicable in the realities of the Russian civil service. Within the framework of this work, a general model of monitoring the dynamics of personal and professional development of civil servants is substantiated, including pre- and post-testing, as well as behavioral measurements in the learning process, followed by discussion of the results with the participant and providing feedback. The main results of the work: description of the urgency of the implementation of the monitoring system for the dynamics of personal and professional development of civil servants, the requirements for this system, the possibility of its implementation in educational programs for civil servants; description of the original model for assessing the dynamics of training of civil servants; justification of the model; description of the technology of regular monitoring, analysis of the results of empirical research of civil servants and preparation of recommendations aimed at using the monitoring model in the implementation of educational programs for civil servants. The results of this work can be used for scientific and methodological support of the introduction of new principles of personnel policy in the civil service, the development of requirements for the structure and content of evaluation tools for candidates for filling vacancies in the civil service, increasing the openness of state policy.
