Public Policy to Promote Active Aging

At present, Russia has begun to see a trend towards an increase in the average life expectancy. This trend can be associated with many factors, for example, with the improvement of the standard of living or the quality of health care, the development of medicine, the expansion of access to education, the popularization of a healthy lifestyle and sport. An increase in this indicator can be interpreted as an improvement in the quality of life, since life expectancy is used to evaluate it. But there is also a downside to the medal, including, due to the demographic crisis of the 1990s, the proportion of older people is growing fast enough. In this regard, there are already problems in the formation of social budgets and the burden of pension systems. Reduction of the able-bodied population strongly impacts tax revenues, with the help of which pension benefits are formed. The purpose of this work is to determine the relationship between the activity of the elderly and their employment in the labor market. Determine what public policy measures could have the greatest positive impact of addressing the problem of social inclusion of older people. As a result of the analysis, factors that stimulate the social activity of the elderly were identified. The found patterns make it possible to formulate recommendations for the development of measures to increase the activity of the elderly, as a result of which it is possible to reduce the costs both in the health care system and in social protection.
