The role of the cluster policy has grown in the industrial development of the regions during recent decades. This paper considers the creation and the development of the automotive industry cluster in Kaluga Region. The purpose of this paper is to evaluate the potential and prospects of the creation of the automotive industry cluster of Kaluga Region. This research focuses on the foreign and the domestic experience of the cluster formation in the automotive industry, measures and the efficiency of the Kaluga region cluster policy, the current level of the development of the Kaluga Region automotive cluster and the creation of the functional map of this cluster. The hypothesis of this research is a desirability of the development of the automotive industrial cluster in Kaluga region in accordance with the requirements of the Ministry of Industry and Trade for industrial clusters in order to obtain the financial governmental support. The creation of the functional map of this cluster based on the present actors of the automotive industry in this region, their connections, the firms cooperation, the development of the general projects and its influence on the firms cooperation is a research method of this analysis. The results provide the evidence that the current interconnections between the actors allow to create the effective automotive industry cluster in Kaluga Region with a high share of import substitution. The results of this analysis can be used to create and to develop this cluster in the real life and to apply for the financial governmental support.
