The primary aim of this work is to compare ideas of Thomas Hobbes and Georg Hegel on the theory of development of state. For this purpose the fundamental positions were examined, similarities and differences were observed, also attempt to reveal unified model of state, which based on these two doctrines, was made.

State is the central theme of Leviathan and Philosophy of Right, this determined by a wide presence of it in life of every man. In the research consideration of models of state is going through models of citizen and civil society, through consideration of concept of right.

Accordingly, the work allow to reveal range of similar positions in the ideas of thinkers and make analysis of the ground of controversial points.
