Outsourcing: Problems and Practice of Implementation in Public Administration
There is a tendency to use outsourcing technologies in organizations to optimize the working processes. This research is aimed at identifying the applicability of outsourcing in various types of organizations, especially in the public service in modern Russia, the opportunities and challenges of technology. The purpose of this paper is to review the theory of outsourcing, analyze the legal framework of outsourcing, review the effectiveness of using outsourcing in state Russian organizations, and consider which functions of the organization could be outsourced. This research paper consists of theoretical and practical parts. Based on the stated goal and objectives of the study the first theoretical part contains in-depth analysis of outsourcing technology, theoretical base and influence on the organization processes. In addition, it discusses the practice of outsourcing in public organizations. The second practical part deals with the functions of the organization which are the most profitable for outsourcing to be more effective. The second part includes the practice of implementation in state organizations.
