Planning of the Procurement

The topic of the graduate qualification work is: “Procurement planning”. The goal of this work is estimation of procurement planning stage efficiency realization for state and municipal needs in practice in the year 2016 (during the transition period) and in the year 2017, when the law on a contract system came into a full effect. The main objects of the graduate qualification work are: a) to carry out analysis of statutory and regulatory enactments in the sphere of procurement planning organization for state and municipal needs; b) to determine the estimation criteria of planning institute efficiency use in practice; c) to estimate planning practice in the year 2017 on the example of a separate customer; d) to determine the problems that prevent to planning institute efficiency use within the framework of a contract system and define measures aimed at prevention of such problems; e) to find out most frequent mistakes made at the stage of planning; f) to formulate planning documents control methodology. The work consists of introduction, three chapters, conclusion, bibliographic list and annex. The chapter reveals 1 the process of procurement planning on the basis of statutory and regulatory enactments as well as goals, objects of “Electronic budget” information system introduction in procurement and its cooperation with the Single information system. The chapter 2 describes methodology of research, the estimation criteria of planning institute efficiency use in practice. The chapter 3 is directly devoted to research of planning institute efficiency of the federal government agencies, in particular the Economic Development Ministry of the Russian Federation. There have been revealed disadvantages and given proposals for higher efficiency of procurement planning institute functioning. The conclusion contains implications according to the research made.
