The issues of ethnic minorities' rights is topical in multicultural societies. The often situation is the result while after the collapse of a big country its divided into plurality of small ones, the population is mixed. This happened to Moldova, Estonia and Kyrgyzstan. Russian speaking minorities in the countries constitute the huge pecent of the population, saying russian speaking we consider not only russians but those who speaks russian as ukrainians, byelorussians and others. The relevance of the research is explained by the problem which is existing in the countries and important to understand the real things go different from how it mentioned in the official reports and international organizations. This is connected with democratic values and such values are relevant for minorities in the society, what rights do they have, are they respeceted. The research is comparative study of indicatotrs which allow to estimate the situation in the field of respect, violations and the general issues in the field of ethnic minorities' rights in the mentioned States.
