Analysis of Economic Efficiency of the Utilization of Solid Household Waste in Urban Agglomerations

The utilization of solid household waste in urban agglomerations in Russia operates inefficiently: at the moment there is an overflow of waste and the lack of facilities for utilization. In order to create the incentives to improve the efficiency of the solid household waste utilization sector, and, therefore, to optimize the financial burden on consumers, it is necessary to form a competitive market. In this paper, as a result of the comparative analysis of a number of related infrastructure industries, it was concluded that the most promising benchmark for improving the functioning of the utilization of solid household waste market is the current mechanism of the wholesale electricity and capacity market, characterized by the highest level of implementation of competitive mechanisms developed as a result of electricity reforms. Accordingly, it was concluded that the possibility of introducing those market mechanisms in the sphere of utilization of solid household waste in the Moscow agglomeration. On the base of this study could be formed a conceptual framework for the development of the legal acts with the purpose of reforming the industry.
