Legislature and Executive Authorities in the Budget Process

The research is dedicated to the role of federal legislative and executive authorities in the budget process. On the one hand, the efficient control of parliament during the budgeting is not fully realized. On the other hand, law quality of budget planning and execution sums up the need in “budget freedom” of executives. Overall, in the context of this paper the balance between two branches of power were indicated.

The analysis of a) rules and regulations, b) successful case of France and c) influence of parliament’s control during the budget process has shown that the actual budgeting remains wanting. It is considered that results-oriented budgeting, improvement of the budget’s design, reinforcement of parliament and budget transparency will contribute to the balanced separation of powers.

The research consists of two parts: theoretical and empirical. The first one describes characteristics of budget process and its participants, whereas the second one presents regression and correlation analysis, analysis of reforms, best practices and fields to be improved.
