In this paper, were analyzed possible segments of the IT labor market, with the aid of online recruiting data (hh.ru), including the regional and professional levels, taking into account new forms of work organization. Using the methods of statistics and machine learning, it was possible to single out the multidimensional structure of the "core and periphery" of the market, based on the interrelations between the region, the professional sphere, the employee's experience and working conditions, considered in the salary range. Through the formation of segments, a number of recruitment strategies have been affected, like employers, reducing costs through the recruitment employees from the regions to work remotely, practicing project work, or placing their company in more economically and legally profitable terms. The role of institutions that shape and support the actions of employers and the segmentation of the labor market has been revealed.
