Legal Regulation of Activity of Pawnshops in the Russian Federation and the Kyrgyz Republic

Urgency of the master's thesis. In the Russian Federation and the Kyrgyz Republic, changes have been made in pawnshop legislation, which have generated a number of issues and disputes. Firstly, a definition of pawnshop activity for the federal law of the Russian Federation was proposed, with the introduction of which disputes about the essence will disappear, and secondly, it is proposed to introduce a system for electronic reporting of pawnshops in the Kyrgyz Republic, since in Russia it really facilitates accounting and control. The purpose of the study is to carry out a comparative analysis of the legislation of the Russian Federation and the Kyrgyz Republic, as well as the development of recommendations aimed at improving the legislation on pawnshop operations in the two states. The following tasks have been set: to consider the history of the occurrence of pawnshops; Consider the concept of pawnshop species; To consider the regulatory regulation of pawnshops; Highlight the features of the reporting pawnshops; To consider ways of preventing illegal actions of pawnshop employees. The object of the study are the public relations that arise in the sphere of legal regulation of entrepreneurial activity in the Russian Federation and in the Kyrgyz Republic. The subject of the study are the norms of Russian legislation and Kyrgyz legislation governing pawnshop operations, doctrinal regulations, and judicial practice. In the process of scientific knowledge, methods were used such as: general scientific and specifically scientific; Analytical and descriptive; Historical-comparative and comparative-typological. In the course of the work, traditional logical methods of thinking, such as deduction and induction, were applied. In the first chapter, the theoretical and legal characteristics of pawnshop activity are considered, in the second chapter features of pawnshops' activities in the Russian Federation and the Kyrgyz Republic are considered.
