The total volume of the final Master’s dissertational thesis is 83 pages without applications. The Master’s dissertational thesis contains 4 figures, 9 tables, 73 sources.

The introduction contains the purpose and objectives, defines the object and subject of the research, formulates hypotheses, highlights the degree of scientific development of research problem, and indicates the methodological and empirical basis for the study.

In the first chapter of the Master’s dissertational thesis the author studied the theoretical foundations of Public Administration of specialized and high-tech medical care, including forms, methods and instruments of Public administration of the high-tech medical care development in Russian Federation and in the developed countries.

In the second chapter of the Master’s dissertational thesis the author analyzed the practical experience of state organizational and legal and financial support of high-tech medical care in 8 regions of the Russian Federation, as well as specific features and problems of the high-tech medical care development and provision of at the regional level. The author made desk research (law analysis of normative and legal acts and industry documents analysus: reports, reports, results of inspections and statistics of the Ministry of Health of the Russian Federation and Reports of 8 Regional health departments to the Ministry of Health) and a sociological study wuth Qualitative methodology usage (8 expert interviews).

In the third chapter there are recommendations for the organizational and legal and financial support improvement of high-tech medical care development in Russian regions.

The materials of the Master’s dissertational thesis have been presented, reported and discussed at the III International Scientific and Practical Conference of Young Scientists, Post-Graduate Students and Students "Population, Public Health and Development" of the Higher School of Economics in Moscow (2017).
