Strategically Topical Directions of Solving the Problem of Energy Dependence of the Kaliningrad Region of the Russian Federation (as a Coastal Zone)

Master's dissertation is devoted to the development of ways to improve the efficiency of public administration of the energy complex of the Kaliningrad region as a coastal zone, as well as formation own proposals and practical recommendations for solving the problem of energy dependence of the Kaliningrad region. Based on the results of generalization and systematization of theoretical material, it was concluded that within the framework of the state management of the development of the energy systems of coastal regions, emphasis should be placed on increasing the share of energy produced using renewable energy sources. As a result of the analysis of the state of the energy sector in the region, two blocks of problems were identified: energy dependence and a high degree of depreciation of the electric grid facilities. Based on regression analysis, the hypothesis was confirmed that the indicators of the region's development affect the consumption of electricity, and a medium-term forecast of electricity consumption was built. Thus, along with the projected increase in electricity consumption, electricity tariffs are increasing, and the possibility of providing energy to new consumers is reduced, which negatively affects the social and economic development of the Kaliningrad region. Taking into account the findings, the author developed a set of measures, which includes proposals of innovation-technological, economic and legal nature. Taking into account the coastal specificity of the region, the author proposed to increase the share of generation based on RES. When choosing a scenario for the development of regional energy, the author suggested taking into account a group of factors identified based on a retrospective analysis. As part of the development of regional renewable energy, the author proposes to use the developed algorithm for introducing renewable energy objects into the regional energy system..
