Institutional Barriers in Technology Transfer from Public to Private Sector in Russia

The present study is to describe in details the contradictive, equilibrium-based nature of technology transfer concept, its evolution as of systemic phenomenon for the purpose of implementation the knowledge gained in the design and adjustment of STI system under development in Russia. The policy mix in Russia contain the similar to benchmark legislations and can't be the main reason of low reforms efficiency. The four main principles were taken as a base for suggested 2-step model of technology transfer: the heterogeneous nature of knowledge generating activity, the role and potential variability of institutional context, flexible division of roles, based on functions not organization form; and the possibilities of less than exponential growth. The main result is the distinctive pattern of TFP-BERD relation for the US, China, and Russia cases. Combined with the substitutive elasticity of government and non-government capital revealed in the literature, it could significantly promote the measurement of nation-scaled technology transfer and the estimation of a distance covered on the way to innovation-based economic growth.
