In a view of the adoption of Federal Law № 44-FZ new regulation and control instruments of the use of budgetary funds started to be developed by legislators. One of the innovative instruments in the contractual system of the Russian Federation in the sphere of purchasing goods, works and services, which ensure further improving the efficient use of budgetary funds, is rationing. The aim of the work was to form the performance evaluation model of rationing norms. In order to make the model balanced and multi-factor, in the evaluation of rationing norms three different indicators were used: the indicator that shows the extend of compliance with rationing norms by bodies and institutions, economic and social indicators. The practical significance and the novelty of the research is that, at present, there is no single model for the evaluation of such instrument as rationing in the sphere of purchasing.
