STI Policy for Regional Development: The Analysis of Innovative Territorial Clusters

Present paper focuses on two interrelated areas: regional innovation policy in general and innovative territorial clusters in particular. First, we describe both subjects from a theoretical perspective, thus, providing a background for the empirical analysis. Then we suggest a hypothesis that there is a direct correlation between clusters' development levels (and growth rates) and the development level of the regions they are located in. Further we conduct a descriptive comparative study based on index assessment methods to test this hypothesis.
