Prospects of the Implementation of Mechanisms of Private Public Partnership in the Development of Creative Clusters

The purpose of this research is to identify the role of public-private partnership mechanisms in creating and developing creative clusters in St. Petersburg. According to the aim of the research the following objectives were formulated: to consider approaches to studying creativity and defining the types of creative industries; to reveal the specifics of the functioning of creative clusters; to consider the experience of the development of creative clusters with public-private support in the world practice; to study the market of creative clusters in St. Petersburg; to analyze the interests of development companies in the creation of creative clusters with the state support; to offer recommendations on the interaction of the parties for the development of creative clusters in public-private partnerships in St. Petersburg.

In this paper was used method of content analysis of websites of creative clusters and websites of development companies. Also were analyzed interviews published in the media about the development of creative clusters and the prospects for implementing mechanisms of public-private partnership in the process of their creation and development.

The results of the research may be of interest to a wide range of stakeholders: creative entrepreneurs, managers of creative clusters, city administration, investors, owners of empty buildings and others.
