The development of information and communication technologies induces the emergence of new forms of communication between people. Besides the Internet-media, bloggers become new actors of information relations who use different formats of of information dissemination. In this connection, the problem of determining the legal status of these entities arises. Although the right to freedom of expression and the freedom of information dissemination are inalienable human rights, the probable abuse of these rights requires state control.

The emergence of new subjects led to changes in the legislation. This is the reason why the issues of correlation between the activity of bloggers and media, legal regulation of information dissemination by bloggers are become actual. However, the question of the appropriateness of these changes still exists, since judicial practice shows that those amendments does not fundamentally affect the regulation of relations that develop in the Internet. The purpose of this work is the analysis of the bloggers as the new subjects of legal relations in the context of ICT.

The work consists of two chapters. The first part is devoted to the analysis of the legal regulation of information dissemination in the context of the development of ICT. The second chapter analyzes the legal regulation of bloggers in Russia. Conclusions obtained during the analysis of scientific literature in the work may be useful for identifying the most effective methods of legal regulation of this specific sphere.
