Cyber Extremism as a Threat to the Personal Security in the Russian Federation: Theoretical and Legal Aspects

The goals of this final qualification paper are to disclose the main causes and forms of informational extremism, as well as a comprehensive study of the practice of countering this phenomenon in Russiaт Federation for theoretical and practical improvement of anti-extremist legislation. To achieve the above goal, the following specific tasks are formulated and solved: - to give a theoretical and legal interpretation of the concept of "informational extremism"; - to analyze its main threats to the electronic state and users; - to conduct a comparative analysis of the forms of struggle in Russia and abroad; - to formulate the most effective method of countering informational extremism, without violating the rights of citizens to access information and freedom of speech. The results of this final qualification paper are based on a conducted comprehensive study of the problem of informational extremism both in Russia and abroad and are of interest for the further development of political and legal technologies for preventing this problem in order to ensure informational security. The conducted research testifies to the need to introduce moderate changes and clarifications into anti-extremist legislation aimed at increasing the effectiveness of the struggle against informational extremism and respect of human and citizen's rights and freedoms guaranteed by international acts. Another important component of the result of the study is the need to establish interstate cooperation in order to prevent informational-extremist tendencies and ensuring national and international informational security.
